It extends about 200 meters into the sea and was originally made of cast iron with a wooden deck, serving as both a promenade and a docking point for steamships carrying passengers across the Bristol Channel. These ships were a highlight of leisure excursions at the time, making the pier a lively meeting place. Over time, however, it experienced ups and downs: during World War I, the steamers were used as minesweepers, and the pier gradually deteriorated. In 1929, the local council bought it, and in the following years, it was renovated, with the spectacular Art Deco pavilion added in 1930.

This pavilion is an architectural highlight, constructed of ferro-concrete, an innovative material for its time. Its design with clean lines, geometric shapes, and a striking facade structure reflects the style of the 1920s. Originally used as a venue for typical coastal entertainment such as concerts, dance evenings, and theater performances, it was also used as a cinema, ballroom, and even a nightclub. However, the building fell into disrepair over time, and in the 1960s, it was rented out to various private operators who ran it as a snooker club or restaurant, among other things. It was not until 2008 that a turn began when the nonprofit organization Penarth Arts & Crafts Ltd was founded to restore the pavilion. With funding support, it was extensively renovated by 2013 and reopened as a multifunctional community space.

Today, Penarth Pier Pavilion is a vibrant cultural center. It houses a gallery showcasing changing exhibitions of local and international artists, as well as a small cinema with about 70 seats offering a diverse program of current films, classics, and independent productions. Regular events such as live music, theater performances, and community meetings make the pavilion a meeting place for people of all ages. A café in the building serves locally sourced food and drinks that can be enjoyed overlooking the Bristol Channel, while a small shop sells crafts and souvenirs. The "Observation Room" in the upper part of the pavilion is a highlight, offering breathtaking views over the sea to the English coast and available for private celebrations.

The pier itself remains an attraction for walkers looking to enjoy the fresh sea air and views. Anglers use the end of the pier to pursue their hobby during the quiet months of the year, and in good weather, it is a popular spot for a leisurely outing. The surroundings complement the experience: below the pier stretches a pebble beach, and the esplanade offers a pretty promenade with cafes and shops. The pier has been damaged multiple times by ship accidents and a major fire in 1931, which destroyed a wooden predecessor pavilion, but its restoration demonstrates the community's appreciation for this landmark.

The pavilion and pier are also designed to be highly accessible. The access is flat and wheelchair-friendly, and staff are on hand to assist if needed. The restoration has not only revitalized the building but also improved its ecological footprint through energy-efficient measures. There is ample parking nearby for visitors, and the location makes the pier an ideal starting point to explore Penarth's other attractions such as Alexandra Park or the charming downtown area with its independent shops.

The pier and promenade (and the parks behind) are well worth visiting. Pick a time to visit carefully though as parking is limited, the earlier you get there the better. Or maybe park in the town and walk down through the parks to the front? Currently parking on the front is free (I think for 2 hours) but there is talk of a charge being introduced sometime soon...

Pier is really nice. Really clean amenities. Coffee shops sweet shops ice cream all available here. The views are really good even on a rainy day. Can imagine it being packed during the summer. Well worth a visit .

The pier is lovely, particularly at high tide, and the café in the pavilion would be a lovely place to sit with a coffee and admire the views. However... we waited for several minutes at the counter, with no staff to be seen. A woman eventually emerged from the pavilion, but she walked straight past me without even an acknowledgement and disappeared into a back room. At that point we gave up and went elsewhere . Customer service and satisfaction are clearly not priorities here.
